When you try to manually register a control from the command line using the RegSvr32.exe utility, an error message appears indicating that the ActiveX control was loaded but the DllRegisterServer call failed with error code 0x80040200.
This error can occur on Windows systems with user account control enabled. Since the registry requires access to a restricted area of the registry, it should be used with elevated privileges via the administrative command line. To do this, right-click the command line icon and select “Run as administrator” or in Widows 8.1 or Windows 10, right-click the Windows icon in the system status bar and select “Command Prompt (administrator)”.
If you are using a 64-bit version of Windows, you should also make sure that you have registered the correct version of the control. In 32-bit versions of Windows ActiveX SocketTools are installed in C: \ Windows \ System32. In 64-bit Windows 32-bit ActiveX controls are installed in C: \ Windows \ Syswow64, and 64-bit ActiveX controls are installed in C: \ Windows \ System32. To register a 32-bit control in a 64-bit Windows system, the command must look like this:

Where control is the file name of the ActiveX control you want to register. When manually copying a control from one system to another, you should also note that saving the control is different from granting a license. To deploy an application that uses the SocketTools ActiveX control, it must be compiled on a system with a SocketTools development license. The saved control will always generate a runtime license error if the application is not properly licensed for distribution.

Run the command line in elevated privilege mode
